AI strategy and governance for Web3 companies in Dubai

We help Web3 companies in Dubai decide where AI will pay off, build the case for each use, and set rules that hold up with regulators, partners and customers.

The problem

Web3 teams in Dubai are usually small and always online. A community manager pastes a Discord thread into a public chatbot to draft replies. A growth lead asks an AI tool to write copy about staking, yield or an airdrop. Nobody planned it. It is how a small team keeps up with Discord, Telegram and X.

The risk sits in what the tools can reach and what they say. Community logs, wallet addresses, wallet connect records, onchain activity exports, onboarding records and partner documents can end up in tools nobody checked. Copy about tokens, returns and risks can break financial promotion rules before a person has read it. When a bank, a fund or a regulator asks how your AI is controlled, there is often no written answer.

Dubai adds its own twist. A company on the mainland, in a free zone, in the DIFC or under VARA supervision can face different limits on what it says, sells and shares. A policy copied from another company rarely fits.

What you get

  • AI inventory: A map of the AI your community, growth and business development teams already use, including tools nobody approved and the data each one touches.
  • Funded uses: A short list of uses worth paying for, each with a business case measured by retained users, transactions, active developers or qualified accounts, not token price.
  • Build, buy or partner: A clear decision for each tool, so you do not build what you can buy or buy what you cannot control.
  • Team policy: Plain rules on which tools, which data, and what a person must approve before anything about tokens, yield or risk goes public.
  • Risk register: Approval rules mapped to your license, your products, data laws, regulators and platform policies.
  • Named owners: Who runs each system, who approves changes and who answers for it, including where a foundation board, DAO delegates or a core contributor group have a say.

What it looks like

A DeFi protocol with incentive-driven users

A decentralized finance protocol in Dubai had launched and found that many users left once rewards stopped. The team wanted AI to study retention and to support community-led growth by answering common questions. Onchain data and marketing data sat apart, and several tools were already in use unchecked. After an inventory and a ranked shortlist, the team funded the first uses with clear measures, set rules on which data AI could touch, and named an owner for each system.

A tokenization company selling to banks

A company that tokenizes real-world assets wanted to sell to banks, funds and large corporates. Its brand was built for consumers, and compliance and procurement reviewers kept asking how its AI tools were controlled. There was no written answer. The work produced a policy, a risk register, approval rules and named owners, so the team could reply in the same terms a risk reviewer uses.

The rules that apply in Dubai

The Virtual Asset Regulatory Authority licenses and supervises virtual asset service providers in Dubai outside the DIFC. Other rules depend on your entity, activity and license, including mainland, free-zone and DIFC structures. Financial promotion and consumer protection rules can limit how tokens, staking, yield, returns and risks are described, so AI-written copy needs a person to approve it. Know-your-customer and anti-money-laundering duties can apply where you onboard users or move value, which affects any AI that touches that data. Securities, payments and sanctions rules may also apply. Ad networks and social platforms set their own crypto policies too. We map your controls to these rules and work with your lawyers, who decide what applies to you.

How we work with companies in Dubai

Burraq Quantum is based in Mumbai and Dubai, so companies in Dubai work with us in their own city. We usually work with the founder or chief executive, the heads of growth and community, and compliance and legal where they are involved. Terms, timing and deliverables are agreed in the scope of each engagement.

Questions

Does a small Web3 team in Dubai need an AI policy?

Yes, if anyone on the team uses AI tools with community, wallet or partner data. Small teams often have the least written down. The policy can be short: which tools, which data, and what a person must approve. It also gives you an answer when a partner or regulator asks.

Does this work include legal advice on VARA or other licensing?

No. We are not a law firm and we do not give legal opinions. We map your AI controls to the rules that apply to you and work with your lawyers, who decide what your license and activities require.

Can AI write our community replies and campaign copy?

It can help with drafts, but a person should approve anything about tokens, staking, yield, returns or risks. Financial promotion rules can limit those claims, and ad networks have their own crypto policies. The approval rules we set define what AI may draft, what needs sign-off and who gives it.
